At both facilities, customers must sign waivers before being allowed to "jump." Sort of an "I'll accept the consequences of doing something ridiculous" clause.

Quota liquor licenses are those given to townships and cities by the state based on population changes (ie Census numbers). The township or city can then award the license to businesses of their choice, however, they are not allowed to charge any fee for the license itself. The business must pay an application fee though.
